Applying for my mother - GC Family based

I am planning to start the GC application process for my mom when she visits US shortly. As i review the I-130 instructions.. I need clarification on one of the documents that I need to furnish as mentioned under the "What documents do you need to show that you are US Citizen" Page 2 of the I-130 instructions. My question on #5 of the said section where it states "An original statement from a US Consular Officer verifying that you are US Citizen with a valid Passport", in the same section I will be providing documents tied to #2 & #4, so what is the need to satisy #5, is this really required ?? or can I ignore this .. if not please provide some guidance on how to satisfy #5 ???

You can provide copy of US passport or naturalization document. That is sufficient.

Thanks much for your reply, I have a Q on document from my Mom. Do I need her BC for this application process ? if BC is not available is there any other way to get a document as she is coming here next week ?
