current priority date for f2a but no approval notice yet

i filed an I-130 petition for my husband and his priority date is november 07,2012. Its been 7 months and until now we are still waiting for the approval notice. At the moment, all priority dates for f2a visa category are current and i would like to ask if he is eligible for a visa number even without the approval notice yet.

I think that F2A will be current beginning August.
