GC for own Brother - please help

Hi,

I am planning to apply GC for my own brother in India . He is unmarried and 31yrs old. My parents have a visitor visa until 2015 .

My questions are :

1. Is it better if i apply GC for my brother under F4 category or Is it better if my parents apply (after they b'come permanent residents) GC for my brother under F2B category ?

2. Which way will my brother get GC faster ? And can u also give me an estimate of how much time it will take to get the GC in both the ways.

Please advice me on this .
