Email (or call if possible) your consulate/embassy with all the relevant info (eg case number, name of petitioner etc). Explain to them the problem and ask how can the problem be fixed, that is, your brother is CSPA eligible and what are the next steps. If for whatever reason you don't get an updated IL then gather the docs your parents would get for themselves for your brother too, have him go to the consulate/embassy with his parents and when your parents are being interviewed they should tell the officer their son qualifies for CSPA, here are his docs and he's outside. If officer has all the docs he needs your brother will get his own IL to go to the consulate/embassy on another day.

Also if your brother was allowed to attend the interview he could not answer questions/translate for your parents. That's a big NO NO. But from what I've read the consulate/embassy conducts interviews in both English and the native language(s) of the country the interview is taking place in. Just contact them to make sure.
