I was born in Mumbai in 1958. My birth was not registered and I do not have a birth certificate. I am applying for a family based greencard and know that I need to provide (i) two sworn affidavits executed by either parent or other close relative; and (ii) a non-availability of birth certificate (NABC) document from a competent government authority in my place of birth, Mumbai.
I have the necessary two affidavits. But I am having difficulty getting the Mumbai Municipal Corporation to issue the NABC. Specifically, they have done a search of birth registrations in the municipal records and also the hospital records and have not found a registration of my birth. Before they even consider to issue the NABC, they are now asking for two additional documents -- (a) proof of residence of my parents at the time of my birth (e.g., an electricity bill, a ration card, basically something "official"); and (b) my school leaving certificate showing my date of birth. Fortunately, I have my school leaving certificate (in original). But obtaining official proof of residence of my parents from 1958 is almost impossible.
Is there a way around this? Is it feasible to convince the Mumbai Municipal Corp to issue the NABC based on the school leaving certificate alone? Any ideas most welcome.
