Overseas US gov worker, do I need to go back to the US?

I am a US citizen who works for a US government agency overseas in Japan. My wife wants to get a job on the US military base here (lots of spouse jobs are available) but a US green card (or citizenship) is required for employment in addition to the military ID card she already has via my sponsorship. What are my options? I don't have the financial ability to travel back to the united states right now nor the time off work so I was wondering if this is a process I can complete from start to finish via the US consulate here or a on base legal office.... the green card interview, etc.
