Health Insurance for parents after GC? Obama care?

  • Health Insurance for parents after GC? Obama care?

    I tried searching but couldn’t find any real answer. What are the options for medical insurance after parents get GC and move here to US for for long term? Looks like things are going to change with Omaba care, but I don’t seem to be able to get handle on few aspects.
    For me, my dad will be 64 and mom 62 when they will enter US on GC (hopefully my April/May 2014). And I live in CA. From the research it appears that they wouldn’t qualify for Medicaid for at least 5 years. Here are some of my questions
    1. In CA, will MediCal be an option or the 5 yrs rule applies here as well? I understand MediCal has limits around income and property owned.
    2. If one has to go through covered CA (Obama care), what income to use? My income as a sponsor or no income for parents? If insurance rates are favorable it might sense to file for parents tax returns separately. My biggest question is, would parents qualify for the ‘premium assistance’ or because I sponsored for them, they would not qualify for that? That is, would I need to buy insurance plans at full price (quite expensive ~1600 /month for a silver plan).
    3. Any other option like the Patriot America plan for 5 yrs till federal MediCaid option opens up? I know pre-existing conditions wont be covered and I would need to pay penalty as per Obama care.
    Anyone in similar boat or is willing to help?

    2. Because you sponsored them, your income is deemed to be their income. You will have to apply for the insurance as the primary applicant who does NOT need the coverage and add them as dependents who need the coverage.

    Whether you qualify for subsidy or not depends upon your income, household size etc. It would be the best if you contact them as we have no way to calculate all that in absence of your complete data.

    In any case, please note that no income people do not qualify for any subsidy.

It is possible that some rules may change in future about the eligibility or maximum duration, but nothing has been finalized yet.       Thank you for the reply. It really helps. What confuses me is this language in the I-864 form
      "What Other Consequences Are There?
      If an intending immigrant becomes a permanent resident in the United States based on a Form I-864 that you have signed, then until
      your obligations under the Form I-864 terminate, your income and assets may be considered ("deemed") to be available to that person,
      in determining whether he or she is eligible for certain Federal means-tested public benefits and also for State or local means-tested
      public benefits, if the State or local government's rules provide for consideration ("deeming”) of your income and assets as available to
      the person.

          Did you get any information on your parents immigration? I am in a same boat. I want to apply GC for my parents and I am worried about their medical insurance as they have pre-existing conditions.

          Please share any useful information that you may have got.
