My mom just became a legal lawful permanent resident. I am 20 years and unmarried , my birthday is in 3 months I believe my mom can petition for me and submit an application to uscis before I turn 21, but how long would this process take ? I heard that now it's faster since a new law was submitted. Now it's faster than before. I entered the USA with a visa and then expired. I also applied for deferred action but they denial my application cuz of the lack of 45 days. My question is can my mom (permanent resident) portion for me before my 21 birthday which is in 3 months? And how long would it take for me to get an approval after they say that now it's faster.?

I'm sorry, but where's your source? I haven't heard of it.
