i140 approved - can i change counselor processing to AOS?

I filed for my parent's i130 in Aug-2013 via counselor processing. My mom's i140 got approved recently(April 2013). My Dad's i130 is still not changed status from "Initial". I have a few question if someone knows the and can help me out.
1. I got email from NVC to pay fees for AOS and fill out paper work for my mom. My mom already has visitor visa and planning to visit US in a month, can I just wait for her to enter US, then inform NVC that she is already in US and then ask USCIS to do AOS? In short, can I change her case from counselor processing to AOS at this stage?
2. My Dad's application is not moving after numerous calls. What can I do to speed up the process? It's been 10 months already.
