    Let me be very brief.
    1. DS-230 is no longer in use, its been updated to DS-260. DS-260 is an online form and it doesn't need to be mailed. When you pay the IV bill, NVC will unlock the DS-260 to be filled and submitted online.
    2. After submission of DS-260 online you are expected to submit all Supporting documents by mail to NVC. Check out the list of supporting documents here: http://travel.state.gov/contenthttps...it-to-nvc.html
    3. The petitioner needs to fill, sign and mail the Affidavit of support form with all the tax transcript, 1040, W2 to proof he/she is above the poverty line, if the petitioner doesn't meet the requirement, you can use a joint sponsor.
    4. You can submit the affidavit of support by mailing all the forms to NVC. If you have paid the Affidavit of support fee $88 online, the system will generate the Barcoded cover sheet that has all the details abd case number of the beneficiary. The Barcoded cover sheet must be place on top of the forms.
    5. NVC schedules interview dates for beneficiaries.
    6. Consulate meeting will be schedules after NVC has notify you of a case complete and interview date.
    7. The beneficiary should go the interview at the embassy with all documents showing as proof, a confirmation page of the ds-260, completed and sign copy of the i-864 that you submitted to nvc, pictures taken together, birth certificates and other supporting documents to proof.
    8. After the interview, the consular officer issues/ deny the visa.
    9. Normally visa can be issued from few days to few weeks.

I hope my answers are of help to you. You can send me a message if you need more clarification or help.
