green card for parents and brother

I am planning to apply green card for my parents and my brother who is 19. I know counsellar processing takes 6 months to a year for parents but is it ok to apply my brothers gren card with them? Will his take usual time of many years for siblings or would he also fall in with my parents if he is less than 21 and is dependent on my parents ?
Any reponse/help will be greatly appreciated
