This is our story. We have known each other for 5 years. I'm a US citizen, and she's a canadian citizen. I have travelled twice to visit her, she has travelled once to visit me. She currently lives in canada. The last time she came to visit, Nov of 2013, we got married, and she travelled back home a month later.

When would be the best time to apply for a green card for her?

A problem is that I currently do not have enough funds for the application fee but will have it possibly next month. Will that matter?
