I am a resident and would like to know if I can apply I-130 for my son (over 21 beds). And if he can make the adjustment of status to wait for the process here in the U.S. or is it necessary to go to the country of origin?

If you are Green Card status, you can petition your "over age 20" child, if he is unmarried. If he comes to the U.S. to wait several years before he is eligible for a quota visa slot, he will become a visa overstay, unless he has a visa that continues to allow him to legally remain in the U.S. (employment-based, for example).
