My dad filled for my brother i-130 under U.S. citizen filing for an unmarried son or daughter over 21 category but my idiot brother got married and now has twins about 6 months old. Is there a way to salvage the application and convert it to U.S. citizen filing for a married son or daughter over 21??

Yes, you must provide copy of marriage certificate to USCIS, if case is still with USCIS. If petition has been approved and is with the NVC, send the marriage certificate tot he National Visa Center. Notifying USCIS or the NVC of the marriage will change the petition and visa class from F1 to F3.
