help in pettion for parents

hi is any body can help me. my question is that i passed my citizenship testabout a week ago and i am waiting for the oath ceremony letter.how long it will take. i want to apply for my parents,my sister she is under 21 can she come with them.please if some body had a same situation help me.

You are not US citizen until you take oath and receive certificate of naturalization.

Kids under 21 can come with parents on greencard.
