parents/sister trying to bring married son/brother

My parents(GC holder) had applied for their unmarried son who was over 21 during their immigration.Recently he got married and I know that application doesn't work anymore.I got my GC 2 years back through my husband also.I know it will take longer if I apply for my brother even after my citizenship.Anyone has the suggestion what is the fastest option to bring my brother in USA?If my parents apply for him as a citizen will that be little help as they already once applied for him before?

Any suggestion will be appreciated.

The petitioning parent can change status of son's petition when that parent becomes citizen, by submitting her Naturalization cert copy and son's marriage certificate. It will still take a long time for an available quota visa slot.
