If the immigrant is an unemployed student, but receives money from her parents overseas for living expenses and such, can that be counted as income on the Affidavit of Support I-864? This is assuming the immigrant and the petitioner are part of the same household.

It's not "sustainable" income that is earned, but merely an informal 'allowance' that could stop anytime.
If the monies came from parents in the U.S., there are ways that it could be documented as regular income, i.e., Trust disbursements, etc. But if from abroad, it can't be "proven" as reliable.
