    Hello,
    My daughter is married to a Haitian man, and she is attempting to assist her husband to immigrate to the US. To the best of our knowledge, the hold up seems to be that immigration requires an "archived" copy of the marriage certificate. In Haiti that can take a year, and we just discovered that the magistrate in the town where my son in law lives has not yet filed the copy of the certificate. Is there anyway around this or anything we can do to help facilitate this? Is this an accurate statement of the problem, or are we being given incorrect info?

    If the marriage certificate has not been legally filed (recorded), the marriage might not be considered legal. They should remarry. USCIS, or the National Visa center, has differing civil document type requirements for different countries, based on local customs, formats and history of civil conflict or loss of public records.
