GC for sister while living outside US

I am a US citizen and want to file green card for my sister. I recently moved to India temporarily. Can I file GC for my sister while I am living in India?

You can petition your sister, but you should show a U.S. address (domicile).

It will take about 12 years for your sister to be eligible for a visa slot (F4 class).
