My parents were caught at the San Ysidro border crossing, twice, 22 years ago. I was born in Los Angeles and just turned 21 and want to file a petition to bring my parents back to California. The second time they were apprehended an officer asked for their biometrics, without seeing a judge, at the border before being released back to Tijuana. Time has passed and I was wondering if I could start filling a petition without the need of an attorney? To handle the case. They have not left Guatemala since they were deported. If so, where could I find records of their removal? And start building a case and provide proof of their departure accompanied by records of them not leaving Guatemala.

My advice, based on a similar experience, would be to go ahead and submit I-130 petition packages for both of them. At their actual interview in Guatemala, they might be told that "Waiver of Inadmissibility" applications will be needed, but maybe not even that.
Looking for records of their removal may be nothing more than a frustrating and unneeded quest. You can bet that USCIS will somehow find such records fairly easily, if they need them during the processing.
There is no such thing as "records of not leaving Guatemala." All you can do is report that they have not left Guaemala since their return there 22 years ago.
