IV fees payment by mail?

Hi, I want to know if i pay the IV fees by mail, how many days will it take to generate the DS260 form. I have heard that payment by mail delays processing, I want to if its true and if yes then how many days?

PD: 13th sept 2002.

Payment by mail definitely delays the NVC steps, about 4 weeks by my single experience.
