I am in the process of filing I-130/I-485 concurrently for my father. One of the items listed for filing I-130 for father is a marriage certificate. Both my parents are in the US and we can't get a marriage certificate from India without them being physically present there. What are my options here?
1) Is there a "Non-availability of marriage certificate" form and who issues it?
2) Can I get affidavits from his elder siblings who were present in the marriage and present it as evidence?
3) Can I get a "Non-availability of marriage certificate" from the Indian consulate in the US.
4) Can I submit a paternity test if the certificate is not available? It only establishes that my father is my biological father, but not that he was married to my mom at the time of my birth.
5) Has anybody gotten their application accepted for their father without this certificate?
