Mom with GC sponsoring a minor daughter through Russia, can she still visit USA

I am a GC holder, and I have applied an application for my daughter who is 14 and staying in Russia , she has a visitors visa and would like to come to USA for the summer, is she allowed to come if the papers were applied in USA but the process should involve American embassy in Moscow? If she is not allowed to come but still comes will the process stop ? and also what happens if she comes to Usa with her visitors visa and stays here for good ( overstays her visa) will I be able to sponsor her some way then?
