Your mother's brother (your uncle) cannot petition you directly. But he can petition your mother, which would allow you derivative visa status if you have not aged out by the time your mother is eligible or an immigrant visa slot (12 to 23 years, depending on her country).

If they are married, and petitioner is a U.S. citizen, he can petition your mother and you separately. Mother will have "immediate priority" status, and you will take about 10 years to be eligible for a visa slot.

Further, how his mother will be in a category of immediate priority??? Because as far as I know married brother / sisters comes under last priority category and take up to 10 - 12 years.

I think I explained it pretty clearly, but here goes again:
1. If your mother's brother petitions your mother, it will take 12-23 years (depending on her country) to be eligible for a visa slot (F4 class). You will not be included unless you are under 21 when a visa slot becomes available.
2. Once your mother is in the U.S., she can turn around and petition you, if you are unmarried, and it will take about 7 to 20 years years for you to be eligible for a visa slot (F2B class). If you are married when she arrives in the U.S., your mother cannot petition you until she becomes a U.S. citizen.
