When can my sister receive her visa interview since she meet her annual visa limit?

This is Char. I posted my question in Chinese, but the translation was bad. I'm afraid that anyone can understand the question. I would like to post my question in English one more time and hope that someone can help me out with my question.
My sister's F4 priority date is 04/22/2002. She was approved for immigration by USCIS in 2005. April 2011, I received a letter from NVC that they submitted my sister's immigrant documents ( Case ) to US Embassy in Guangzhou, China. My question is: my sister has reached F4 annual visa limit this month, but has not received interview letter yet. Does anybody know how soon she will receive her interview letter from US Embassy in Guangzhou, China? Is that normal if she see message " Administrative Processing " under her case status? Normally you see this message after your visa interview, not before visa interview. Anybody has this kind experience? Please be kind to give me some ideas. Thanks a lot.
