Underage US Citizen petitioning for foreign parent?

Can an underage citizen petition for a foreign parent? My wife's cousin is living here with my inlaws while she attends high school (she is 15 years old). Her mother, living in Brazil, wants to come stateside. The mother lived and worked here on a business visa years ago, which is no longer valid. Can the daughter petition for her mother to come here?
