My F2A petition filed by my LPR husband was approved. How long will it take for the USCIS to transfer the case to NVC?And will the process start regardless no available visa yet for my priority date?

Your case will automatically go to the NVC within the next few weeks, but processing will be put on hold until your Priority Date is current.

The NVC had my case already, and in their letter have told me to wait until there is visa available for my priority date, but does it need that my priority date be current before I start the process?

For quota-based petitions, the NVC will sometimes send the sponsorship bill and evidence request a couple months before the Priority Date is current, if not the month when it does become current.
