While applying for adjustment of status, is clearance certificate (police certificate) required to submit along with i485? Or it's only for the when you are applying from outside the States.

Normally, no such clearances are required from country of origin when doing Adjustment of Status in the US. There are exceptions, depending on country of origin or information available to USCIS when reviewing one's Adjustment documents.
