I-130 for my mother

My mother's I-130 was approved under category IR5. I have a brother who is under the age of 18, can he derive visa status with my mother and apply at the same time for the visa? can anyone please explain the process?

Once your mother's case has become current, VSC, will inform your mother of her interview date. Her child under the age of 18 should have added to her filling at the beginning of your mother's application (case). I'm not sure at this stage exactly what her sponsor should do.
Her daughter needs to call, and see if it's possible to submit his application and required documentations now. I still think there's a great chance for it to be added at this stage; but your mother's case will be delayed further, to wait for the initial processing of the child's case.

The mother is an "immediate priority" parent case, and there are no derivative visa options for her children. The child would have to be petitioned by the mother after she sets foot in the U.S. for a visa slot wait of about 20 months.
