Receipt Number Missing or How to obtain Receipt Number

My brother applied for Green Card through F4 category in the year 2005. He lost the receipt number and all the details related to it. I called USCIS couple of weeks back and they said they want to speak to my brother. When my brother called and mentioned about the situation, they said to call US department of state. Both of us tried calling the number (603 334 0700) which was going on mentioning "too many callers, call again later".

Can someone mention the process on how to get the Receipt Number with which I can get the date my brother filed for GC.

That's the siblings category. It must be either his brother or sister, petitioned for him.
You said, he lost or miss placed his Notice Letters but it would be too much of a coincidence for both your brother and whoever petitioned for him, to loosed their Receipt Letter of Notice also.

Therefore, check with whoever petitioned your brother, their Letter would also have the number you're requesting.

Other than that, your brother could try calling and requesting a copy of his letter; be sure to have certain personal information when he call... not sure if this would help, though.

Come to think of it, he should have received, approval by now, did he moved? I know a few, whose siblings petitioned in 2005, and received approval letter in 2010.

Hi to all who replied/viewed my querry.

At last after a lot of struggle I got the receipt number and date on which it was filed. I have a question with the next process/procedure. The date which my brother filed was 17th Nov, 2005. Through online service from USCIS i checked the status and it mentioned the below
"On December 14, 2009, we sent your case, Receipt Number ' YYYY YYYY YYYY X', to the Department of State for visa processing. Please visit our website for general information on Consular Processing.".
In USCIS site F4 visa status at present for India is showing Jul-2015 is 22nd Oct, 2002. What I understood from the above is that, I will be called for Interview by 1st quarter of 2019 that is with the date 22nd Oct, 2002. (rough calculation/estimate)
Requesting someone to clarify if my understanding is correct or not, meaning is USCIS clearing the cases with the date on which it has been filed (17-Nov-2005) or by the date USCIS has taken an action (14-Dec-2009).
