Why is NVC asking for I864W ??

I applied to bring my stepson here. I submitted the I864 and AOS. I just received a letter informing me that they are missing a I864W for him as well.

He does not fit any of the criteria for needing this type of form. We went through this process already a few years ago for my stepdaughter and were never required to fill out the I864W.

Any thoughts?

BTW, it seems like this process is going much slower than it did a few years ago.
