NVC welcome letter step by step process

hello I am petitioning my mother and father from Philippines. Just got an approved from my I 130 uscis. Now Just got a welcome letter from National Visa Center with the case number and Invoice id number, also they include there an affidavit of support fee and a cover sheet. Its says there to follow the steps but everytime I go to the website it won't let me do it, but instead it keep saying " that the case number and iid number are not match and asking me to call the NVC customer service". I call them and ask but the lady seems like she don't know what is she saying she told me to just go ahead and make a money order and mail the payment for AOS fee. then call them next week for to choose an agent which is step1?This is really frustrating I thought don't do anything until you finish the step 1 then you go to the other step???please help...

Is there a $120 fee bill with your Welcome Letter package?

You are probably not inputting the correct MNL case number and Invoice ID number.
