USCIS Date or Case Filed Date in USCIS Site

Hi.

I have a question with the process/procedure for F4 category. The date which my brother filed (Vermont office) was 17th Nov, 2005. Through online service from USCIS i checked the status with the receipt number and it gave the below
"On December 14, 2009, we sent your case, Receipt Number ' YYYY YYYY YYYY X', to the Department of State for visa processing. Please visit our website for general information on Consular Processing.".
In USCIS site, F4 visa status at present for India is showing as Jul-2015 is 22nd Oct, 2002. What I understood from the above is that, I will be called for Interview by 1st quarter of 2019 that is with the date 22nd Oct, 2002. (a calculation/estimate)
Requesting someone to clarify if my understanding is correct or not, meaning is USCIS clearing the cases with the date on which it has been filed (17-Nov-2005) or by the date USCIS has taken an action (14-Dec-2009) on.

Hi and thanks to the person(s) who picked up my question,

I will explain a bit more about it. As per the link which you provided, I checked and for Jul 2015 they (not sure which body/organization (USCIS or Homeland Security)) are clearing uptil 22nd Oct, 2002. I did mention in my question that my brother filed on the 17th of Nov, 2002. Hence, the date mentioned in USCIS site (22nd Oct, 2002) what is the significance, reason is, when I checked in USCIS site with the receipt number, the result was USCIS sent to Homeland Security to process my application/visa on 14th Dec, 2009.

Coming back to my question/query, I am trying to understand the significance of 22-Oct-2002, that is date at which GC for F4 category (India)is processed. Is this the date on which the application reached USCIS (date which my brother filed that is 17-Nov-2005) or the date (as per checking with receipt number that is 14-Dec-2009) which USCIS sent to Homeland Security for visa processing. If the date (17-Nov-2005)as per my brother filed, then ideally i will be eligible by the 1st quarter of 2019 else, if it as per the date (14-Dec-2009) on which USCIS sent to homeland security, then will be eligible only by 2023 (these are dates which I made an estimate)
