re-applying for green card

my brother surrendered his greencard in 1987 that he obtained through my mom's sponsorship. the reason was his wife's father was chronically ill and she wanted to be in india. my mother reapplied for him later and he is now due for his interview in chennai.

Will his prior surrendering of GC be an issue?
