Can You Change the Applicant in I 130 after it is approved?

This may be a silly question, but I applied for my brother under F4 category. It is approved but he is not interested in immigrating to US. But my sister is interested. Will I be able to use this approval priority date to change from my brother to sister or it will have to be an all new application and another 12 year wait for my sister?

You cannot transfer petitions from one beneficiary to another.
