We received the 797 c notice of our I 130 petitions for husband and 2 kids under 21 back in May 2015. PD date is April 3, 2015 but we havent received any welcome letters or calls or email from NVC.. how.much longer do you think we have to wait?

Yes i am us citizen but never lived in us. I got my us passport through my parents before i turned 17 years ago but never lived there..

Then you are due or the NVC correspondence anytime. If USCIS only had your foreign (non-US) address, you can expect normal postal service delays in any such NVC correspondence reaching you.

According to USCIS website, seems that the processing time is longer.

The USCIS post-approval of petitions doesn't drive NVC notices. They are totally different agencies.
