Need help regarding civil documents at NVC.

I am the beneficiary and my case is at NVC. I am ready to sent AOS documents and civil documents. But my query is that my valid passport is unavailable to me at this time as it is my country's(India) requirement to get passport in my married name in order to get police clearance certificate. Hence i have applied for a new passport in my married name which will be available to me by september 1st week. Thereafter i will apply for PCC.
Can I submit AOS package and civil documents without my passport copy and PCC copy and show these two documents at the time of interview?
Any suggestions as what can be done?

If waiting, until you have your Passport, won't jeopardize, anything, I think it would be best if you wait, until you receive your Passport.

I think you should send only your AOS packet in case there is something wrong with it. There are a lot of errors made with the AOS, so send it and when you get your passport, send in all civil documents together.
