Contact the NVC and ask if an NVC case has been opened for you yet.

      Hi Ray B,

I'm relatively new in this forum and know very little about the visa process, hence trying to understand it. My mother petitioned for my F3 visa way back in 2005. My PD is 24th March 2005 and my country of birth is India. Here people are talking about some welcome letter from NVC. What is it? What does it say? When can I expect it? Looking forward to your response. Thanks

Since Priority Dates for F3 class for Indian nationals is now April 2004, you have nearly a year before your Priority Date will be current. USCIS and NVC generally send NVC case information, and maybe the Welcome Letter, a few months before your Priority Date is current, but it still too early for you to be expecting any correspondence from the NVC.
