Help! I-130 form address confusion in Section C-2 and 19!!!

I am filling I-130 form for my spouse from Bangladesh (Citizen by Birth) but she lives in Germany as a temporary resident for last 2 years. What address should I use for the both fields (2 & 19) of Section C of I-130 form??? Do I need to state her Permanent address of Bangladesh (as per passport) in any field of 2 & 19?

She will be living in Germany for 2 more years. Is it possible to face the visa interview at US embassy in Germany other than the US embassy in her home country?
