After the AOS fee is paid online do I need to submit the AOS and supporting documents BEFORE the NVC will mail out the IV (Visa) invoice to be paid?

You will get both invoices at the same time, didn't you get both of them? If you haven't received another invoice, I suggest you call NVC and request another invoice.

You will submit all supporting documents and sponsor documents after you pay both fees.
