Not quite sure I got the answer

Dear Immihelp,

Thanks for providing me the link to visa bulletin. However, I don't think I got the answer from the information. Actually I was more confused. As far as I know there is no priority date for immediate relative (in my case, I am a husband of citizen) (the visa number should be available immediately). But in the bulletin it claims even the first catagory( unmarried Children of citizen) has priority date back to 22APR01! how could it be? Am I interpreting this information wrong? Since I heard the processing time for immediate relative varies based on different states, I had my original question for how long (of course avarage) it will take in Ohio ( what I heard usually it takes only within one year vs. the bulletin said will take about 4 years!). Please correct me and confirm me with more specific information. Thanks in advance.
