Question on who can sponsor I-864

My brother wants to be joint sponsor (I-864) for my parents GC. He is not a permanent resident yet. He is in a pending status (got EAD). Can he be a joint sponsor ?

I think ONLY US citizens and GC holders are eligible to file I-864. I guess person holding a work permit CANNOT file I-864 for anybody.
