Will adopted child would able to come along with my parents in US

Hi There,
I’m hoping someone can help me to clear up my confutation.

I’m US Citizen and I already filled petition for my parents (they are currently in India) on July 2015. Now my dad want to adopt a child (My dad brother’s son) who is currently 17 years old so adopted son can come along with my parents in USA.

They can not adopt a 17 years old,
Max age for adoption is 16 years under US immigration adoption rules.

Even if he is under 16 years old, he can not come with your parents.
Parents can file for him, when they get their GC.
