    What is your Priority Date?.
When was the petition approved by USCIS?.

Most likely you will be eligible for visa,
because back in 2003-2004, it took many years for uscis to approve the petition.

But to be sure, post your PD and approval date. Or find the difference between those dates and subtract from your age,
if result is under 21, your are eligible.

I want to know when will my process start will they inform my parents during thier interview and how long will it take now for my process to complete?

When your parents go for interview,
They should ask Consular officer about your CSPA eligibility.
CO will determine your eligibility at that time and generate an interview letter for you at that time.
Make sure your parents take the petition approval notice from the USCIS with them to the interview.
You will surely eligible to get visa under CSPA.

In 2009, when the petition was approved by USCIS, USCIS sent approval notice at that time.
Consular officer may issue the interview letter for you at the time of your parents interview.
Your interview could be as early as you are done with medical tests and finger prints.

You can go with your parents, but you will not be allowed to enter the consular office if your name not on the interview letter.
Did you submit your documents to the National visa center along with your parents.?

I am not questioning Dhira's answer here but the procedure has been changed. I have recently dealt with CSPA for my cousin.

When you send all the supporting documents for your parents to NVC, draft a letter about yourself and request them to add you to the file. On all of the supporting documents such as filling out DS-260 online, when they ask for children's names (on your parent's forms) make sure your name is included.

Also, make sure your name is included on the sponsor letters.

                    Here is a drafted letter.

                    May 27, 2015

                    NVC
                    ATTN: DR
                    31 Rochester Ave., STE 100
                    Portsmouth, NH 03801-2914

                    Dear NVC case analyst,

This letter is to inform that the case number BMB YYYY YYYY XX consist of four individual named ABC Patel (main beneficiary), followed by derivative beneficiary CDE Patel, FGH Patel and IJK Patel.

I would like to inform you that under the case number BMB YYYY YYYY XX, one family member name IJK Patel, son of ABC Patel has not received NVC payment invoice because his situation might be considered under Child Status Protection Act. Kindly, please review IJK Patel’s information and let us know if you would need any more information for him.

                    Sincerely,

                    YYYY

Once, you send all your parents' supporting docs and this letter. The NVC will process through and send an IV fee invoice under your name. At that point, you will then send your supporting documents to the NVC.

                    GOOD LUCK
