If you live outside the U.S and are self-petitioning, you may file Form I-360 at the USCIS office or U.S. Embassy or consulate that has jurisdiction over the area where you live.

i sent an e-mail to the embassy here in cairo and they sent me this reply :

""Please visit www.uscis.gov for more information about how to file I-130 form for a widower.""

this is a wreird answer because i'm supposed to file up form I-360 , what i should do on this website ?

You're right you need to fill out the I-360 form not the I-130.

You're either going to send it to:

          USCIS
          PO Box 21281
          Phoenix, AZ 85036

          or

          USCIS
          PO Box 660867
          Dallas, TX 75266

Depending what state you live in....& the "lockbox" is just there mailbox that has a lock on it is all.
