Is submitting all the documents without the fee invoice faster or wait for it.

I am a green card holder through F3 and adjusted status here. I have filed a follow to join request for my husband and minor daughter which is still in the Phil. It was approved and we are now on the stage of paying the invoice fee bill online but I am too worried that its been 2 months now since I paid the AOS fee. I can not pay the visa fee online because I haven't received the invoice fee bill yet. Is submitting all the financial documents and other necessary documents makes it faster or do I have to wait for the invoice fee bill.. Why its taking this long??. I sent them an email more than 1 month ago but there is no reply. Its hard to call on the phone. Any good Samaritan there who has the knowledge about my case so that I can have peace of mind?
