Need suggetion to apply for brother

I am a US Citizen. I want to apply for my brother I-130. He is 25. He is also looking for other options to get fast in the USA. He is planning to apply for student visa.
I want to know, can he apply for student visa, while I have already filed for his I-130?
What risks are involved in doing so?

If you file the petition (I-130) for your brother & if he applies for a student visa there wouldn't be a problem. The petition would be processing as normal. The student visa might get denied which is normal for USCIS not approving it. If you have any more questions just message me.
