You do not need to wait for the citizenship. However you need to go through consular processing by filing an i-130 (I assume your wife does not have any sort of VISA in the US, if she does you can file for adjustement of status i-485)
Consular processing takes time and as of today people who filed for consular processing in May 2014 are starting to have their interview dates/Green cards.
I am in the same situation as you. My wife is patiently waiting back home for her priority date to become current.
