    Hey!

My Grandmother is a greencard holder in the US, and applied for family based immigration for her daughter in 2008 (which is my mother). We heard back around Feb-2015 and have filed all the documentation. My mother has three children, all three were within the age limit of 21 when the application was filed in 2008, and as asked we submitted documents for all 4 people (my mother and her 3 children). Now we've received a Visa appointment, but it is only for my mother and my youngest sibling who is still 21.

There is neither a denial or no communication regarding the other 2 siblings who are above 21 now, but according to CSPA should be valid since were under 21 at the time of application in 2008. How should we proceed? There is a I-824 form, but we are unsure if we need to be filing that? Any advice? How do we tell them to consider the children aged above 21 under CSPA or even find out, why the older two siblings didn't show up in the list of people eligible for interview?

    You can use CSPA calculator,
    /usa-immigrant-visa-process/cspa-calculator/

and then you will know the eligibility.
This is not a legal advice. Use at your own risk.
