Can my brother continue my parent's petition for me?

My brother is a US citizen and petitioned for my parents in 2004. When my parents got to the US, they petitioned for me the following year. However due to some reasons, he had to go back to the Philippines and had overstayed. Last year, we decided to visit my brother in the US, so to be able to apply for a tourist visa, he decided to just surrender his greencard altogether. And today, we've received a case number for our petition. ( I am wondering whether we can still pursue this petition? Can the petition be changed so that my brother will be my petitioner instead?
